Andrew Gould, PE, is Associate Vice President and Deputy Highway Department Manager for Pennsylvania, where he helps lead the delivery of transportation infrastructure and safety improvement projects throughout the Commonwealth. Mr. Gould has been with the firm for more than 20 years and has managed numerous high-profile initiatives for the Pennsylvania Department of Transportation (PennDOT), Pennsylvania Turnpike Commission, City of Philadelphia, and local municipalities. His experience includes the delivery of complex transportation projects, including the ACEC Pennsylvania Diamond Award-winning Easton Road Roundabouts project, Vine Street Corridor Safety Improvements, and numerous Highway Safety Improvement Program (HSIP) initiatives designed to improve safety and mobility for all roadway users.
Mr. Gould is recognized throughout the industry for his expertise in roundabout design, transportation safety, and accommodating oversized and overweight vehicle movements. He has contributed to PennDOT roundabout guidance, best practices, and publication updates and has provided AutoTURN swept-path analysis training to transportation professionals, including staff from the Washington State Department of Transportation. Throughout his career, he has successfully led multidisciplinary teams on more than ten roundabout projects, corridor improvement programs, and limited-access highway reconstruction projects across Pennsylvania.
Mr. Gould is actively involved in the transportation industry through the American Society of Civil Engineers and the American Society of Highway Engineers. He is committed to mentoring young professionals and fostering collaborative relationships that support project success, technical excellence, and organizational growth.
Mr. Gould earned a Bachelor of Science in Civil and Architectural Engineering with a minor in Construction Management from Drexel University and is a licensed Professional Engineer in Pennsylvania and Texas.
