Mr. Gibbons brings more than 15 years of expertise in transportation construction, inspection, and project management to his role as Western PA Market Area Leader. Over his career, he has served as an Inspector, Supervisor, and Manager on a wide range of transportation projects, including guiderail and drainage installations, concrete patching, ADA-compliant curb ramp construction, bituminous paving, bridge deck overlays, new bridge construction, roundabouts, highway lighting and signing, excavation and embankment operations, and traffic control.

His responsibilities have included planning and organizing field activities, assigning inspection tasks, maintaining detailed field records, monitoring safety compliance, and directing multi-disciplinary inspection teams.

As Vice Chair of ACEC/PA’s PennDOT Construction Services Committee, Mr. Gibbons remains current with evolving ECMS updates and PennDOT initiatives. He also provides training and on-site QA/QC oversight for Urban’s construction inspection staff on projects throughout PennDOT, District 1-0. In addition, he manages the quoting and scheduling of commercial construction inspectors and materials testing technicians for the Erie office.

Mr. Gibbons holds a Bachelor of Science in Civil Engineering from West Virginia University.
