Justin DiBiase, PE, PTOE, is the New Jersey Highways Department Manager at Urban, where he leads the planning, design, and delivery of highway, roadway, and street projects across the state. With 17 years of experience in transportation engineering, Mr. DiBiase has a strong background in project management, technical design, and client coordination.

In his role, Mr. DiBiase oversees multidisciplinary teams, manages staff development, and works closely with public agency clients to deliver effective and practical infrastructure solutions. 

Mr. DiBiase is a licensed Professional Engineer in New Jersey and Pennsylvania and a certified Professional Traffic Operations Engineer (PTOE). He is known for his practical approach to problem-solving and his ability to coordinate across disciplines to support successful project delivery.
