Jim Bilella, PE

Jim Bilella serves as the Market Leader for Rail and Transit at Urban Engineers, a multidisciplinary consulting firm specializing in design, planning, and construction engineering services. In this role, Jim leads complex infrastructure/facilities projects and drives strategic business development initiatives for the firm’s rail and transit endeavors. He oversees projects covering light rail, heavy rail, subway, and other public transit systems, focusing on design, construction, and maintenance.

 

With over 32 years in the industry, Jim has a deep understanding of the technical, operational, and regulatory challenges facing the rail and transit sectors. He collaborates with both external partners and internal teams to develop innovative solutions that enhance the efficiency, reliability, and sustainability of public transportation networks.

 

Jim has played a key role in projects that enhance daily transportation experiences, including rail yard revitalizations, transit stations, and maintenance facilities for clients such as Amtrak, Southeastern Pennsylvania Transportation Authority (SEPTA), Brightline, Dallas Area Rapid Transit (DART), Washington Metropolitan Area Transit Authority (WMATA), New York City Transit, Norfolk Southern and CSX railroads.

 

Jim holds a bachelor’s degree in electrical engineering from Drexel University and is a licensed Professional Engineer in 37 states. He is also a member of numerous professional organizations, including the American Public Transportation Association (APTA), Society of American Military Engineers (SAME), American Society of Heating, Refrigeration & Air Conditioning Engineers (ASHRAE), Illuminating Engineering Society of North America (IESNA), Institute of Electrical and Electronics Engineers (IEEE), and the International Code Council (ICC).

Beyond his work at Urban Engineers, Jim is an active member of his community. He serves on the Board of Directors for Historical Fort Mifflin in Philadelphia, PA.  He previously served as Mayor of Berlin Borough, NJ and has also served as an Engineer Officer in the US Army Reserves.
