Jim Bilella, PE

Mr. Bilella, PE, serves as President and CEO of Urban, leading the firm’s strategic direction, growth initiatives, and operations. With more than 32 years at Urban, Mr. Bilella brings a deep understanding of the company’s culture, clients, and multidisciplinary services.

Throughout his career, Mr. Bilella has held positions in various departments, beginning as an inspector and gaining valuable insights into almost every aspect of Urban’s business. He progressed to work on traffic, intelligent transportation systems, and streetscape design, including projects for the City of Philadelphia, and helped establish Urban’s Streetscape Department. Mr. Bilella served as a Project Manager, Department Manager, and Client Service Manager. In addition, he was instrumental in Urban’s early-2000’s expansion into providing MEP services following the firm’s acquisition of Marvin Waxman Consulting Engineers. This diverse experience enables him to lead Urban effectively, prioritizing technical quality, client responsiveness, and employee engagement.

Mr. Bilella’s project experience includes transportation, rail, facilities, and public infrastructure projects nationwide. He has provided program management oversight for Brightline West, the high-speed rail project connecting Las Vegas and Southern California, and has worked on facility design programs for Amtrak across its Mid-Atlantic, New England, and Southern divisions. His experience also includes rail maintenance facilities for DART and the Denton County Transportation Authority, the $90 million restoration of the Main Fountain Garden at Longwood Gardens, and the $50 million renovation of Dilworth Park in Philadelphia. Other project experience includes work for the University of Pennsylvania, the Curtis Institute of Music, the New Jersey Turnpike Authority, and the U.S. Department of the Interior.

Mr. Bilella is a registered Professional Engineer in 38 states and earned his bachelor’s degree in engineering from Drexel University.

His leadership experience also includes nonprofit, municipal, and military service. Mr. Bilella has been a member of the Fort Mifflin Board of Directors since 2014.

He served as Mayor of Berlin Borough, New Jersey, overseeing municipal operations, a $14 million operating budget, and a $50 million capital budget. Before becoming Mayor, he served as a Councilman and Council President and held leadership roles on the Finance and Roads & Streets Committees.
