Mr. Arters is Vice President and Northeast Director of Construction. He has more than 36 years of experience in the engineering and construction industry, with extensive expertise in bridge, highway, and toll plaza infrastructure. His experience includes construction management, on-site supervision, contractor coordination, claims resolution, CPM scheduling, and inspection services.

Mr. Arters has led multimillion-dollar projects for clients including the New Jersey Turnpike Authority (NJTA), Delaware River & Bay Authority (DRBA), and New Jersey Department of Transportation (NJDOT). He served leadership roles in critical projects such as NJTA’s $2.2 billion Interchange 6 to 9 Widening Program, the largest expansion in Turnpike history, and the $95 million Route 7 Kearny Drainage Improvements in Hudson and Bergen Counties, NJ, among others.

Mr. Arters serves on the Board of Trustees for the New Jersey Society of Asphalt Technologists (NJSAT), is a Highway Construction Level IV Subject Matter Expert (SME) for the National Institute for Certification in Engineering Technologies (NICET), and is an American Council of Engineering Companies of New Jersey (ACECNJ) Committee Member for NJTA Construction Inspection.
