With 25 years of consulting engineering experience, Angelo Waters serves as the Business Leader for Urban's Integrated Engineering Services, where he leads a team dedicated to delivering comprehensive project management and support solutions that enhance both Urban’s internal operational units and serve diverse external clients. Guiding a multidisciplinary group of professionals across Environmental, Ports and Waterways, Construction Services, Land Development, Structures, and Mechanical, Electrical, and Plumbing (MEP) Engineering, Angelo approaches each project with a focus on precision, efficiency, and a commitment to innovative, sustainable solutions that drive success and build long-term partnerships.
Angelo's background in environmental engineering has equipped him with extensive expertise in NEPA compliance, environmental management systems, sustainability initiatives, Phase I and Phase II Environmental Site Assessments (ESAs), in-situ and risk-based remediation, hazardous building material investigations, and site development and stormwater management. His diverse experience includes providing environmental services to transit and rail authorities, transportation agencies, private developers, and various industries. Angelo has also delivered numerous environmental training courses on NEPA and state environmental quality reviews, hazardous material assessments, and stormwater management, demonstrating his commitment to advancing best practices across the field.
Angelo is also deeply committed to community involvement. Through the American Society of Civil Engineers (ASCE), he has reached over 1,300 K–12 students in civil and environmental engineering outreach programs. Recognized for his contributions, he was honored with the Philadelphia Chapter of ASCE’s Environmental Engineer of the Year Award.
A Registered Professional Engineer in six states and a LEED Accredited Professional, Angelo holds a master’s degree in engineering management and a bachelor’s degree in environmental engineering from Drexel University. He served as past president of the ASCE Philadelphia Section (2018–19) and currently chairs the Engineer of the Year Committee for the Engineers Club of Philadelphia.
