Mr. Picca, PE, has more than 35 years of experience in the transportation construction industry. He has worked on projects for agencies such as PennDOT and the Delaware River Joint Toll Bridge Commission. Mr. Picca is familiar with all phases of construction, project coordination, project management, and personnel supervision. He is currently part of the construction management team on the Interstate 80 Exit 308 Realignment Project in Monroe County, PennDOT, District 5-0. 

A registered Professional Engineer (PE) in Pennsylvania, Mr. Picca is an expert at developing professional relationships across agencies, employee development, project management, and supervision.

Mr. Picca earned his Bachelor of Science in Structural Civil Engineering from Penn State University. He is an active member of the American Society of Highway Engineers (ASHE) East Penn Section.
