Urban Welcomes William Brooks, PE, as Senior Vice President, Director of Strategic Operations

Urban is pleased to announce that William C. Brooks, PE, has joined the firm as Senior Vice President and Director of Strategic Operations. Serving on the Executive Team and working closely with Business Unit Directors and Department Managers, Mr. Brooks will oversee Urban's strategic operations, enhance organizational efficiency, and strengthen synergy within the firm to develop and support initiatives reinforcing long-term growth and client service.

With nearly 40 years of experience, Mr. Brooks has extensive executive leadership experience as a client/owner and as a consultant. Most recently, he served as Senior Vice President of Capital Delivery at NJ TRANSIT, where he led one of the nation’s most complex and impactful transit capital programs, directing a large, multifunctional department for NJ TRANSIT’s $9 billion, five-year capital program. He also served as Director of Engineering and Chief Engineer for the Delaware River Port Authority (DRPA) from 1998 to 2010, where he oversaw the engineering department and led development and implementation of its capital improvement program across all core facilities, including four long-span toll bridges, the PATCO commuter rail system, a passenger ferry system, and a cruise terminal. Between his time at the DRPA and NJ TRANSIT, Mr. Brooks spent nearly 15 years in leadership roles for AECOM and STV.

Mr. Brooks is a licensed Professional Engineer in Pennsylvania and Delaware and is actively engaged in several professional organizations. He is the Past President of the Southern New Jersey Chapter of the American Society of Highway Engineers (ASHE) and is a member of the American Society of Civil Engineers (ASCE). He also serves as Chair of the Port Authority of New York and New Jersey (PANYNJ) Business Practices Committee for the American Council of Engineering Companies (ACEC) and is a member of NJ TRANSIT’s Business Practices Committee. Additionally, he serves on the Board of Directors of the Southern New Jersey Development Council, where he co-chairs the Transportation & Aviation Committee.
