Urban is excited to announce that Paul Archibald, PE, PTOE, has joined the firm as Traffic Department Manager. In this role, Mr. Archibald will play a key role in enhancing and growing Urban’s Traffic Department while continuing to deliver the high-quality services our clients expect.
“Paul’s extensive experience and leadership in the transportation industry make him an ideal addition to our team,” said Gary Etter, Northeast Business Unit Director for Urban. “His expertise, professionalism, and proven track record in managing complex projects will strengthen the department’s ability to grow and meet our clients’ project goals.”

With over 35 years of experience as a transportation industry expert, Mr. Archibald has worked with numerous public sector clients across Pennsylvania, New Jersey, Delaware, Maryland, and Virginia. His experience spans a variety of significant infrastructure projects, from designing new transportation facilities to roadway reconstruction and intersection/interchange improvements.
Additionally, Mr. Archibald has successfully managed multiple open-end agreements, leading multidisciplinary teams for local, state, and tolling authority clients.
Mr. Archibald is a licensed Professional Engineer in Pennsylvania, New Jersey, Delaware, Florida, and North Carolina. He earned a Bachelor of Science Degree in Civil Engineering from Penn State University.
He is a member of the Mid-Atlantic Section of the Institute of Transportation Engineers (MASITE), as well as the Delaware Valley and Eastern Pennsylvania Sections of the American Society of Highway Engineers (ASHE). Additionally, he is involved with the American Council of Engineering Companies of Pennsylvania (ACEC/PA) and New Jersey (ACEC/NJ), where he serves on the Delaware River Port Authority (DRPA) Subcommittee.
