Urban is pleased to announce that Justin DiBiase, PE, PTOE, has been promoted to the position of New Jersey Highways Department Manager. Bringing 17 years of experience to his new role, Mr. DiBiase will lead highway, roadway, and street initiatives throughout New Jersey, as well as manage a growing staff, teaming relationships, and client interaction. Additionally, Mr. DiBiase will work with the firm’s Business Unit Directors, Department Managers, and Business Development staff to strengthen Urban’s ability to deliver comprehensive, innovative, and efficient solutions for clients.

Mr. DiBiase holds a Master of Science in Civil Engineering and a Bachelor of Science in Civil Engineering from Villanova University. He is a registered Professional Engineer in New Jersey and Pennsylvania, a Professional Traffic Operations Engineer (PTOE), and an active member in the American Society of Highway Engineers (ASHE), American Council of Engineering Companies (ACEC), and the Institute of Transportation Engineers (ITE). He is also a graduate of ACEC’s Emerging Leaders Program.
