Paul Archibald, PE, PTOE, Traffic Department Manager
Mr. Archibald has more than 35 years of experience in the transportation industry, with extensive traffic engineering and project management expertise. He leads the Traffic Department, providing innovative traffic design, traffic analysis and simulation modeling, and interactive intelligent transportation systems. He has managed multiple open-ended agreements by leading teams that have provided engineering/environmental services, traffic/transportation engineering services, civil/structural design, and design/study review services for local, state, and tolling authority clients.
Jason Babel, PE, Mechanical, Electrical, and Plumbing (MEP) Department Manager
Mr. Babel has 15 years of experience in MEP design, leading projects across commercial, education, housing, cultural institutions, and transportation facilities. His technical expertise includes electrical systems and lighting. Mr. Babel has successfully delivered long-term work for prominent clients, including Amtrak, the Delaware River Port Authority (DPRA), and the Dormitory Authority of the State of New York (DASNY), where his team has delivered construction-ready, reliable building system solutions for critical facilities.
Peter Brennan, PE, LEED AP, Ports and Waterways Department Manager
Mr. Brennan is a seasoned Marine and Structural Design Engineer with over 18 years of experience. He leads the firm's marine engineering initiatives, which support essential infrastructure along the nation's waterways. His team provides high-quality services, including waterfront structural analysis and design, rehabilitation of historic docks and piers, and underwater condition inspections and assessments. Mr. Brennan has managed multiple large-scale pier rehabilitation projects, serving as the client’s technical representative.
Antonio Ditri, PE, Construction Services Department Manager
Mr. Ditri has more than 18 years of experience in construction engineering and management within the heavy highway and transportation industry. As the Department Manager for Construction Services, he leads constructability, value engineering (VE), estimating, and scheduling practices for the firm. He works closely with key clients, including the Pennsylvania Department of Transportation (PennDOT), the Pennsylvania Turnpike Commission, the Delaware River Port Authority (DRPA), and the City of Philadelphia, on major infrastructure assignments.
Mark Felici, Director of Human Resources (HR)
Mr. Felici has a proven track record of delivering transformative business solutions by aligning strategic vision with employee performance to drive organizational success. With more than 30 years of experience in human resources management, Mr. Felici collaborates closely with Urban's executive team to shape and advance the organization's people-focused initiatives. Mr. Felici leads the HR team, overseeing talent acquisition, onboarding, performance management, compliance, employee relations, benefits administration, and employee retention.
Luigi Marraffino, Construction Management and Inspection (CM/CI) Department Manager
With more than 30 years of experience, Mr. Marraffino has extensive expertise in construction management, inspection, and client support services. His knowledge and commitment throughout the project lifecycle enhance his leadership capabilities. He consistently delivers successful construction services for major infrastructure projects throughout the region, including for PennDOT and the City of Philadelphia.
Ron Swerdon, PMP, CQPA, Senior Project Manager, Program Management Oversight (PMO)
Mr. Swerdon is an experienced Project Manager and Quality Assurance Manager, with experience managing federally funded major capital projects and developing and managing quality programs for multi-billion-dollar megaprojects. Mr. Swerdon has particular expertise as a Federal Transit Administration (FTA) Project Management Oversight Contractor (PMOC) with over 15 years of experience, during which time he served twice as a co-author of the FTA’s Quality Management System Guidelines and authored processes and protocols related to risk.
Andrew Van Schooneveld, PE, Pennsylvania Bridge Department Manager
Mr. Van Schooneveld manages the Pennsylvania Bridge Department, overseeing multiple teams and projects. With more than 20 years of experience at Urban, he has played an integral role in advancing the practice. Mr. Van Schooneveld has extensive expertise in the design, rehabilitation, inspection, and evaluation of bridge structures across projects spanning single- to multi-span bridges, retaining walls, and other highway-related structures.
