Richard Baus III, Ed.D (c), MBA, CCM, CPE, CCE, ENV SP, ACIArb, NCPM, Client Manager/Cost Estimating Team Leader
With more than 20 years of experience in the construction industry, Mr. Baus has successfully led numerous complex projects from start to finish. As the Client Manager/Cost Estimating Team Leader, he brings valuable expertise as an estimator, project engineer, quality control inspector, and project manager. His background includes overseeing both single- and multi-prime contracts and estimating multi-million-dollar projects.
Justin DiBiase, PE, PTOE, Interim NJ Highways Department Manager
Mr. DiBiase has more than 16 years of experience in traffic and highway engineering, road safety design, and corridor studies. He has experience ranging from large-scale highway reconstruction projects to local safety improvements. Mr. DiBiase specializes in highway safety improvement strategies and has experience in almost every aspect of highway/traffic design. He is known for his collaborative approach, technical precision, and commitment to delivering solutions that enhance mobility and safety for the communities he serves.
Keith Foglia, PE, LEED AP, Aviation Department Engineer
Mr. Foglia has over 39 years of experience in civil engineering. He specializes in advanced techniques for dynamic and integrated design for airfields, major airport landside site development, and air bases. In addition to his expertise in aviation, he has extensive experience in highway and facility design. Mr. Foglia excels at communicating complex technical designs to non-technical teams, which enhances his collaboration with clients.
Abbey Gancz, PE, LEED AP, Municipal Services Department Manager
With more than 17 years of experience in highway and traffic design, Ms. Gancz manages municipal services for the firm. Her responsibilities include developing and implementing long-term plans, overseeing capital improvement projects, and coordinating with government agencies. Ms. Gancz is committed to finding solutions that enhance transportation safety and accessibility for the public. She has a proven track record of successfully delivering projects from schematic design to construction for both public and private clients.
Justin Gibbons, PE, Western PA Market Area Leader
Mr. Gibbons has more than 16 years of expertise in transportation construction, inspection, and project management. As the Western PA Market Area Leader, he leads a range of diverse projects. His technical knowledge and strong client relationships enable him to effectively lead teams, coordinate resources, and maintain clear communication throughout projects. He is recognized for his steady leadership and his ability to deliver complex projects on time, within budget, and to the highest quality standards.
Andrew Gould, PE, Senior Project Manager, Highways
With over 18 years of experience in design, Mr. Gould has a strong background in project management, particularly in transportation safety and highway design. He has been a dedicated partner in infrastructure improvements throughout Pennsylvania, including supporting the Pennsylvania Department of Transportation (PennDOT). His contributions have focused on various roundabout and roadway construction projects. Mr. Gould is committed to delivering safer, more efficient roadway systems that better serve the public.
Antoine Joseph, PE, Senior Mechanical Engineer
Mr. Joseph is a dynamic and versatile mechanical engineer with more than 16 years of expertise in design and client/project management. Throughout his career, he has successfully led Mechanical, Electrical, and Plumbing (MEP) engineering design for major airport expansions and modernizations, as well as managing utility design for various commercial and residential buildings. His extensive background includes collaborating with cross-functional teams to deliver high-quality, efficient projects that meet both technical and client objectives.
Kelly Pilarski, PE, LEED AP, Senior Project Manager, PMO
A seasoned leader skilled in organizing, developing, and delivering projects, Ms. Pilarski has more than 18 years of experience managing contracts valued at up to $1.6 billion. As part of the firm's Program Management Oversight (PMO) team supporting the Federal Transit Administration (FTA), Ms. Pilarski has guided large, multidisciplinary teams on some of the most complex rail and transportation programs in the country. She is a sought-after Subject Matter Expert in the rail/transit industry.
Gregory Scafonas, PE, Senior Project Manager, Highways
With more than 19 years of experience in roadway and roundabout design, Mr. Scafonas brings a strong technical background featuring expertise in stormwater management, erosion and sediment control, traffic control, signing, pavement marking, and right-of-way plans. His experience with agencies, including PennDOT and the Pennsylvania Turnpike Commission, supports a practical and effective approach to project management. Mr. Scafonas is committed to guiding teams to deliver quality outcomes while addressing community needs.
Parshva Shah, PE, ENV SP, Aviation Department Manager
Mr. Shah has more than 15 years of experience, including a diverse background in project management, site and airfield design, and construction administration. Mr. Shah is known for his ability to manage multi-faceted efforts from planning through delivery, while developing strong relationships with clients, stakeholders, and agency partners. He has served as a trusted partner to numerous public agencies and airports, including the Port Authority of New York and New Jersey (PANYNJ), Connecticut Airport Authority (CAA), Philadelphia International Airport (PHL), and Trenton–Mercer Airport (TTN).
