Urban Engineers (Urban) is pleased to announce that Heather J. Heeter has joined the firm as Northeastern Pennsylvania Market Area Leader. Heeter will be responsible for developing, implementing, and executing sales strategies and approaches to grow the firm’s surface transportation business in Northeast Pennsylvania and the Lehigh Valley. Specifically, she will assist the highway, bridge, and traffic departments with budget-focused, schedule-driven approaches to achieve short- and long-term regional growth initiatives. Heeter will also strengthen meaningful relationships with clients, thought leaders, and teaming partners.
“Heather’s deep understanding of Pennsylvania’s transportation landscape, combined with her proven leadership and technical expertise, makes her an outstanding addition to our team,” said Pat McCormick, President and CEO at Urban Engineers. “Her experience delivering complex projects for PennDOT, the Pennsylvania Turnpike Commission, and local municipalities will strengthen our ability to serve clients in Northeastern Pennsylvania.”
Heeter’s nearly 25 years of experience features 14 years at PennDOT, District 5-0, in Allentown. As a Senior Project Manager, she led the delivery of some of the district’s most complex infrastructure projects, including the American Parkway in Allentown, the SR 61 Safety Improvements in Berks County, and the Jim Thorpe Bridge Replacement. Her leadership earned her the prestigious Pennsylvania Governor’s Award of Excellence in 2013.

Heeter holds a Bachelor of Science in Structural Design and Construction Engineering and an Associate’s Degree in Architectural Engineering from Penn State University. She is an active member of the American Society of Highway Engineers (ASHE) and has presented at numerous transportation conferences across the country.
