Rick Baus, III, Named Manager of New Cost & Controls Department

With nearly 25 years of experience in transportation, Rick Baus III, Ed.D., MBA, CCM, CPE, CPCE, CCE, ENV SP, NCPM, Associate Vice President at Urban, has been named manager of the firm’s newly established Cost & Controls Department. In his new role, Dr. Baus will lead the department’s growth and expand its specialized services to support clients and projects across the transportation sector.

I look forward to continuing to develop our team, expanding our services, strengthening our existing client relationships, and looking forward to building new ones. This is an exciting opportunity for our team and for Urban as we continue to grow together.”

In his new position, Dr. Baus will continue strengthening relationships with existing clients, including Amtrak, NJ TRANSIT, and the Washington Metropolitan Area Transit Authority (WMATA), while pursuing new opportunities and expanding Urban’s cost estimating and project controls services.

Throughout his career, Dr. Baus has managed several complex construction projects, with sought-out expertise in cost estimating, project controls, and construction management. As Urban’s Estimating Team Leader, he has played a critical role in overseeing multimillion-dollar project estimates, managing single- and multi-prime contracts, and providing technical guidance on major infrastructure projects. His background also includes construction management, project engineering, quality control, constructability reviews, and value engineering.

Dr. Baus holds a Bachelor of Science in Construction Management from Pennsylvania College of Technology, a Master of Business Administration with a specialization in Finance, and a Doctor of Education in Educational Leadership with a specialization in Organizational Leadership from Holy Family University. He also holds numerous professional certifications, including Certified Construction Manager, Certified Professional Estimator, Claims Consulting Expert, and Envision Sustainability Professional. An active member of several professional organizations, including the American Society of Professional Estimators, the Association for the Advancement of Cost Engineering, and the Construction Management Association of America, Dr. Baus remains engaged in advancing professional practices across the construction industry.
