Urban has announced the promotions of Angelo Waters, PE, and Gary Etter, PE, to Senior Vice Presidents. The two Business Unit Directors will be charged with driving operational success, developing strategic initiatives resulting in growth, and supervising the administrative and technical excellence for their respective business units.  

“As Urban enters a period of expected growth, we trust Angelo and Gary will serve as critical leadership assets for the firm,” Urban President & CEO Jim Bilella said. “Their strategic vision, marketplace knowledge, and commitment to ensuring the efficient and effective delivery of projects and services for our clients are a most welcome addition to the leadership team.”   

Angelo has dedicated his entire 25-year career to Urban, rising from a Project Engineer to Project Manager, and Department Head, before assuming his current role as the Integrated Engineering Services Business Unit Director. In this role he leads a multidisciplinary team of professionals across environmental, ports and waterways, construction services, land development, and structural, mechanical, electrical, and plumbing engineering for a diverse set of clients, including, among others, the City of Philadelphia, Pennsylvania Turnpike Commission, and Southeastern Pennsylvania Transportation Authority (SEPTA), as well as the Pennsylvania Department of Transportation, Schuylkill River Development Corp., and Philadelphia Industrial Development Corporation.  

Gary joined Urban more than five years ago, bringing 30 years of industry experience to his current role as the Northeast Business Unit Director, where his responsibilities include oversight of the firm’s Connecticut, New Jersey, and Maryland operations, as well as Urban’s renowned and robust Program Management Oversight Department.
