Urban has appointed Andrew Gould, PE, Associate Vice President, to the role of Deputy Highway Department Manager for Pennsylvania. In his new position, Mr. Gould will help oversee the Pennsylvania Highway Department's operations, staff development, project delivery, and strategic growth while continuing to serve clients throughout the Commonwealth.
With more than 20 years at Urban, Mr. Gould has successfully managed and delivered numerous transportation safety and infrastructure projects across Pennsylvania. A licensed Professional Engineer in Pennsylvania and Texas, he brings extensive knowledge of the Pennsylvania Department of Transportation (PennDOT) design delivery process and statewide transportation initiatives, with a proven ability to lead multidisciplinary teams and build strong client relationships.

Throughout his career, Mr. Gould has developed trusted partnerships with key clients, including PennDOT, Pennsylvania Turnpike (PATPK), and the City of Philadelphia. His expertise includes Highway Safety Improvement Program (HSIP) projects and the design of safer intersections, roundabouts, and traffic-calming solutions that improve mobility and safety.
