Mr. Scala serves as Vice President and Senior Project Manager within Urban’s Project Management Oversight Department. Since joining the firm in 2014, he has brought extensive experience from both the public and private sectors, previously serving as the firm’s West Region Leader.
Mr. Scala currently supports several major transit initiatives. He serves as Subject Matter Expert for Brightline West; Task Order Manager for the San Francisco Bay Area Rapid Transit (BART) under the Federal Transit Administration (FTA); Contracts and Procurement Manager for the SEPTA Trolley Modernization Program (approximately $1.8 billion); and Task Order Manager for the FTA’s Project Management Oversight Consultant (PMOC) effort, primarily overseeing the Los Angeles County Metropolitan Transportation Authority (LACMTA) programs, including the $9 billion Westside Subway Extension, the $1.8 billion Regional Connector Light Rail Project, and the $1.7 billion Crenshaw/LAX Light Rail Extension, as well as both heavy and light rail vehicle procurements and Positive Train Control (PTC) implementation. In each of these assignments, he provides strategic oversight, project delivery leadership, and staff development support to ensure efficient and compliant execution.
Mr. Scala’s distinguished career spans more than 45 years in the transportation industry. He is a nationally recognized expert in rail and transit, having served in executive leadership roles for several major transit agencies and consulting firms, including Deputy Chief Executive Officer for the Southern California Regional Rail Authority (Metrolink), Chief Systems Officer for Bay Area Rapid Transit (BART), Deputy Project Manager and Director of Contracts for the Los Angeles County Metropolitan Transportation Authority (Metro), and Principal at Stantec Consulting.
His technical expertise includes project management for heavy rail, light rail, and commuter rail projects, as well as systems engineering and integration, feasibility analysis, dispute resolution, and FTA compliance assurance.
Mr. Scala earned a Bachelor of Science in Mechanical Engineering from the University of Pittsburgh and a Master of Business Administration from Robert Morris University.
