Albert Scala has joined Urban as the firm’s regional manager in California. In this position, he is responsible for managing task orders related to Urban’s Project Management Oversight Consultant (PMOC) services contract for the Federal Transit Administration (FTA) on the Los Angeles County Metropolitan Transportation Agency’s Westside Subway Extension and Regional Connector projects.
Mr. Scala has more than 33 years experience, including serving in various consultant roles, as well as a six-year tenure with the LACMTA where he acted as Deputy Project Manager/Systems Engineering and Director of Contracts. He also spent more than seven years with the Bay Area Rapid Transit District (BART) where he served as Chief Systems Development Officer and Department Manager of Rail Vehicles. He brings a 360-degree experience in diversified engineering management duties involving planning, designing, and implementing heavy, light, electric multiple unit, and commuter rail projects. His expertise includes systems engineering, procurement/program management, system integration, feasibility analysis, conceptual and final engineering, FTA compliance assistance, and dispute resolution. He has also consulted for the FTA on various federal New Start programs.
