The Newark Liberty International Airport faced a significant challenge when constructing a public garage and rental car facility with more than 6,000 vehicle spaces. The site was complex, with buried utility lines from multiple owners/agencies, including the Port Authority of New York & New Jersey, the Transportation Security Administration, the Federal Aviation Administration, and tenant-owned electrical and communication lines. The redevelopment project required a complete overhaul of the site, including developing a new circulation roadway network, parking garage access points, employee parking, fuel delivery, and trash compactor facilities, all working in and around the existing elevated air train tracks.
