A vice president at Urban, Richard C. Simon, CMQ/OE, CQA, leads the firm’s quality services practice.

With over 50 years of experience, Rick has amassed extensive experience in all areas of quality assurance and quality control. This experience includes developing and implementing quality programs that have become a widespread practice to help contractors and subcontractors both prevent and resolve problems. He currently serves as the lead quality manager for all of the firm’s Federal Transit Administration Project Management Oversight Contractor (PMOC) assignments. He developed and has taught the National Transit Institute’s Quality Assurance and Quality Control in Transit course more than 50 times throughout the United States over the last 15 years. Rick was the project manager for the Federal Transit Administration’s Quality Management System Guidelines that were issued in December 2012.

Outside of work, Rick enjoys spending time with his family, reading, and traveling. He is a senior member of the American Society for Quality (ASQ). He is a Certified Manager of Quality/Organizational Excellence, a Certified Quality Auditor, and a Certified Six Sigma Green Belt. A recipient of the Testimonial Award by the ASQ – which is an award presented in recognition of leadership and distinguished service in quality assurance – Rick is also a graduate of The Cooper Union and General Electric’s three-year Manufacturing Management Program. He was the vice chairman of the board of directors of the Design and Construction Quality Institute (DCQI). Rick was also a Team Leader for the Keystone Alliance for Performance Excellence (KAPE) and a lead senior examiner and examiner training facilitator for the Pennsylvania Quality Award.
