Urban Engineers Announces New Vice Presidents

Urban is pleased to announce four individuals who have been promoted to vice president. These promotions are the result of extraordinary performance, distinguished leadership and business development success, including representing the firm to clients. They are:

 

Thomas Davis, Jr., who is the Practice Leader of Inspections Services for the firm’s Mechanicsburg, PA office. Mr. Davis has served Urban for more than 15 years during which he has progressed from an inspector to supervisor to his current role managing the firm’s rapidly growing list of construction management and inspection services agreements in the Harrisburg and northeastern Pennsylvania areas, which can include up to 20 Pennsylvania Department of Transportation agreements simultaneously.

 

He is certified by the American Concrete Institute and Northeast Center for Paving Technologies, and has achieved National Institute for Certification in Engineering Technologies’ Level IV in highway construction and Level II in highway materials. He is a member of American Society of Highway Engineers, Harrisburg Chapter, and has a degree in General Science from Pennsylvania State University.

 

Michael J. McAtee, PE, who is Practice Leader for Bridge Services in the firm’s Cherry Hill, New Jersey office. Since joining the firm in 1993, Mr. McAtee has shown tremendous adaptability and willingness to learn and grow his skills and experience in all phases of civil engineering and bridge design. A Professional Engineer in four states – Pennsylvania, New Jersey, Delaware, and Maryland, he is an active member of the American Railway Engineering and Maintenance of Way Association, American Society of Highway Engineers, American Institute of Steel Construction, and American Society of Civil Engineers.

 

He volunteers as an engineer mentor for Grey Nun Academy in the Philadelphia Regional Future City Competition. In 2004, the Engineer’s Club of Philadelphia named him Delaware Valley Young Engineer of the Year. He earned a bachelor’s degree in civil engineering from Villanova University and master’s degree in engineering management from Drexel University.

 

David Palmer, PE, who is the firm’s Director of Construction Management, Central Region. Mr. Palmer is responsible for managing field staff and quality of services to clients within Pennsylvania and western New York. Since joining Urban in 1988, he has served in progressively responsible positions and directly contributed to the growth of the firm’s construction management and construction inspection divisions. A Professional Engineer in PA, he has extensive experience in providing construction services to a range of clients, which include the Pennsylvania Department of Transportation, New York State Thruway Authority, New Jersey Turnpike Authority, South Jersey Transportation Authority and Philadelphia Parking Authority. He graduated with a bachelor’s degree in civil engineering from State University of New York at Buffalo and is a member of the American Society of Highway Engineers, Delaware Chapter.

 

Angelo Waters, PE, LEED® AP, who is the firm’s Practice Leader for Environmental Services. Mr. Waters has spent thirteen years providing environmental services to public, private, and industrial sector clients. He is an expert of NEPA compliance, environmental management systems, sustainability initiatives, Phase I/Phase II environmental site assessments, in-situ and risk-based remediation, asbestos investigations, and site development/stormwater management.

 

Recently honored by the Philadelphia Business Journal as a “40 under 40,” Angelo has called Urban home since finishing his degree in environmental engineering at Drexel University in 2000. He has since earned his master’s degree in engineering management and was named Practice Leader for Environmental Services in early 2012.
