Third Round of Vice Presidents Announced

 Four individuals have recently been promoted to vice president. These promotions are the result of leadership within the firm, earned respect within the industry, delivering services and/or acquiring work consistent with Urban’s mission and strategic plan, and an established commitment to the firm’s future.

 

The new vice presidents are:
 

Orla Pease

Orla Pease, PE, PTOE, who leads the firm’s Traffic Consulting Division in Pennsylvania.

 

Since joining Urban Engineers in 2007, Ms. Pease’s leadership and proactive business approach have led to lucrative contracts with the City of Philadelphia, Pennsylvania Department of Transportation, Delaware Department of Transportation (DelDOT), and New Jersey Department of Transportation, as well as various municipalities in Connecticut. Her efforts over the past three years with the Traffic Division in Pennsylvania have contributed to its significant growth in the number of employees and total revenue.

 

A professional engineer in five states, Pease has an extensive background in traffic operations and final design that involves transportation planning and analysis; traffic impact and highway access studies; context-sensitive solutions; environmental document preparation; analysis of transportation systems; and traffic signal design. Her projects are award-winning; for instance, her team’s contributions on DelDOT’s US 13 and 40 Pedestrian Safety Project garnered Project of the Year Honors from the Mid-Atlantic Section of the Institute of Transportation Engineers (MASITE) and the American Society of Highway Engineers, Delaware Chapter. She has published several traffic engineering articles and is often requested to speak on various topics related to her expertise.

 

Pease is a long-time member and current Secretary of MASITE. In 2011, she received the Presidents Award for her outstanding and regular contributions to the organization. She is a co-chair of the Simulation and Capacity Analysis User Group (SimCap), and member of the Executive Committee of the Traffic Engineering Council for ITE. She earned her bachelor’s degree in civil and environmental engineering and master’s degree in engineering from University College in Cork, Ireland.

 

 Ed Fronczkiewicz, Jr., Esq., who is the firm’s Assistant Counsel.

 

Mr. Fronczkiewicz provides legal guidance to senior management and professional staff on numerous issues, including transaction matters, risk management, litigation management, corporate compliance, general corporate governance, professional licensing and registration, and procurement. He is licensed to practice law in Pennsylvania, New Jersey, and the United States District Court of New Jersey.

 

Fronczkiewicz is a member of the Pennsylvania Bar Association, and is affiliated with the American Society of Civil Engineers Legal Counsel Forum and ASFE Advocates Assembly. He earned his bachelor’s degree from Rider University, where he graduated magna cum laude, and was a member of Omicron Delta Kappa (Leadership Honor Society).  He earned his Juris Doctor from Widener University’s School of Law. He began his legal career in government and private practice before joining Urban in 2007.

 

John Holak

  John Holak, Jr., who leads the firm’s Risk Assessment Practice.

 

Mr. Holak is the Deputy Director of Urban’s Transit and Passenger Rail Division and leads the firm’s Risk Assessment Practice. He is an expert financial and administrative executive with extensive experience in the solicitation, administration, and negotiation of private and government contracts, and the preparation, audit, and analysis of financial systems and statements. His diverse background working with contractors, public agencies, and consultants adds value to clients looking for a unique perspective. He has served numerous clients throughout the United States, including the Federal Transit Administration, Denver Regional Council of Governments, Maryland Transit Administration, Southeastern Pennsylvania Transportation Authority, Denton County (Texas) Transportation Authority, and the City of Utica, New York.

 

Holak is a member of the Construction Financial Management Association, Institute of Certified Management Accountants, National Contract Management Association, Association of Certified Fraud Examiners, and Association of General Contractors of America.  He earned his bachelor’s degree in accounting from La Salle University and master’s degree in business administration from St. Joseph’s University, and is a frequent guest speaker and instructor at national conferences and forums.

 

 ​Scott Forbes, PE, who leads the firm’s Texas operations.

 

Mr. Forbes is responsible for the day-to-day operation of Urban’s Dallas office, business development, and expansion of client relationships throughout Texas, in addition to serving as a project manager on key assignments. He has 30 years of experience designing and managing complex civil engineering projects.  He is well-versed in cost estimating, construction contract administration, surveying, and construction inspection.

 

A professional engineer in three states, Forbes is a member of the American Society of Civil Engineers, American Public Works Association, American Water Works Association, and the Water Environment Federation. He graduated from Iowa State University with a bachelor’s degree in civil engineering.
