As Vice President, General Manager of National Construction Consulting, Thomas E. Mitchell, PE, oversees the firm’s national construction consulting, which includes contract compliance, construction consulting, forensic engineering, integrity monitoring, litigation support, mega project management consulting, risk assessments and training.
Tom has over 30 years of construction consulting experience which includes procurement, management and dispute resolution including expert witness testimony for construction claims. He has worked with clients on federal, state, local, and private projects on a variety of project types including heavy, marine, highway, transit, educational, hospital and health-care, military, aviation, hotel, and other commercial construction.
He also has experience with the design, drafting, and editing of construction contracts, drafting general and special provisions for contracts, technical specifications and resolving claims that have been elevated to litigation by providing expert testimony on matters related to quality management, entitlement, damages, and delays. In addition, he provides training courses and seminars on a wide variety of construction topics, including construction management, CPM scheduling, claims avoidance, writing, and dispute resolution.
When not maintaining his busy day-to-day - a routine he truly enjoys - Tom is an avid runner and serves his community through his involvement in the music ministry at his church by playing the guitar, a skill he has been mastering for almost 40 years.
A Registered Professional Engineer in 5 states and NCEES Council Record, Tom earned his master’s in civil engineering from Villanova University and bachelor’s in civil engineering from Loyola Marymount University. He is a member of the American Society of Highway Engineers and American Council of Engineering Companies.
