A Senior Vice President, and Office Manager of the firm, George H. Willis, PE, is responsible for the operation and management of the Erie, Pennsylvania office of Urban Engineers. He also serves as part of the Corporate Executive leadership team for Urban. As Office Manager he is responsible for a staff of more than 30 and timely completion of over 100 engineering projects per year.


George has more than 41 years’ experience in civil engineering and construction observation. His project management and design experience includes highways, airports, bridges, mass transit facilities, municipal infrastructure, utilities, waterfront facilities, and land development. He is experienced in PennDOT, Federal Aviation Administration (FAA), Federal Highway Administration (FHA) and State and Local procedures for project advancement.


George is also responsible for the operation and management of Urban Engineers' materials testing division operating as John H. Robinson Testing. This independent laboratory facility is equipped to provide testing of soils, aggregates, concrete, asphalt, and many other building materials. The lab is inspected under the AASHTO AMRL, and CCRL programs; and participates in proficiency sampling programs in masonry, aggregates and concrete for quality control.


Outside of the office, George’s passion is his family and boating. Combining the two he finds peace of mind like one of his favorite quotes ‘you spend time on land, you live life on water.’ He draws inspiration from everyone around him and embraces the different perspectives of life, including a very different perspective of serving as one of the 12 trustees on the Board of the Erie Cemetery Association, a 150-year old Pennsylvania corporate in Erie County, PA.


A Professional Engineer registered in three states, George is a member of the American Society of Civil Engineers, National Society of Professional Engineers, and the  Geoprofessional Business Association. He has a bachelor’s degree in civil and environmental engineering from Clarkson University.
