As Vice President and Southwest Regional Manager, Thomas LeBeau, oversees the strategic pursuits and operations for the firm’s Southwest Region, which consists of three offices in Texas.
For 20 years, Mr. LeBeau has dedicated himself to advancement as a multimodal transportation executive in the rail transportation and transit industry, specializing in planning, engineering, construction, program management and operations of large scale passenger and freight rail projects. His experience includes roles nationally in both the public and private sectors on all side of the industry including the at-risk contractor, the engineering consultant and the public agency owner. This expertise allows him to quickly evaluate project requirements, assemble the proper teams, lead in a quality direction, while also providing timely interaction associated stakeholders.
Mr. LeBeau previously served on the board of directors for the Transit Coalition of North Texas, which focused on advancing local transit projects and educating the public about their benefits. The Director of Construction for the Honolulu Authority for Rapid Transportation (HART), the Vice President of Capital Program for the Denton County Transportation Authority (DCTA), Chief Operating Officer for a Texas-based consulting firm and the Senior Project Manager for Herzog Contracting Corporation.
His project experience includes the South Florida Regional Transportation Authority (SFRTA) Segment V Double Tracking Design-Build Project and the Dallas Area Rapid Transit (DART) CMGC Green Line Expansion as the contractor. As the Program Management consultant for the Alameda Corridor Program, METRA Lake Street Interlocking Rehabilitation Program, the DART Orange Line, Blue Line and Streetcar Design-Build Programs, Lone Star Rail District Program, and the Fort Worth Transportation Authority (THE T) TEX Rail Program.
As the Vice President of Capital Program for the DCTA, Mr. LeBeau collaborated with Urban as part of the A-Train commuter rail program management joint venture where Urban provided support services for the 21-mile commuter new start program. This included owner’s oversight of design, procurement, vehicle delivery, construction management, as well as start-up operations.
Outside of the office, his passion is being active in his church, spending time with his wife and best friend Jill, as well as his family which includes two sons and their wives and his two 2 daughters.
A Quality Systems Auditor and ISO 9000 Auditor, Tom earned his bachelor’s in biblical studies from Point Loma Nazarene University.
