Joseph P. McAtee, PE, PLS, FCMAA, is the immediate past Executive Vice President and Chief Operating Officer of Urban - having retired in 2015 - and currently serves as a member of the firm's board of directors.
He first joined Urban in 1967, and became one of the principal owners in 1993, with oversight responsibility for all of the firm’s design, construction, and program management activities. In this capacity, he was responsible for the technical quality of the design groups providing services for virtually all technical areas of civil infrastructure projects, including transit, facilities, highways, bridges, rail freight, aviation, marine, and environmental engineering assignments. In the construction and program management areas, he was responsible for construction management services over large transit and highway programs, together with program management oversight for the Federal Transit Administration on national transit projects, for which he has extensive experience overseeing projects with an aggregate value of more than $15 billion.
Mr. McAtee has also served as the Washington State Department of Transportation’s Representative on the Dispute Review Board for the I-405 HOV construction. Additionally, he has given numerous presentations and seminars to organizations on the topics of construction management practice, claims avoidance, and construction site safety.
A licensed Professional Engineer in seven states, Mr. McAtee earned his bachelor’s of civil engineering at Drexel University. He is a member of the American Society of Civil Engineers, Construction Management Association of America, the Moles, and the American Society of Highway Engineers.
