Urban Engineers Announces Promotions within the Firm

  Stephen Ehrlich, PE, LEED® AP, has been named Director for Construction Management of Facilities and Aviation Services. His new responsibilities will include overseeing Urban’s construction management services for public, private, military, industrial, commercial, educational, and transportation-related facilities. He will continue with responsibility for construction management of airport infrastructure projects.

 

Mr. Ehrlich earned his bachelor’s degree in civil engineering from the University of Pennsylvania and brings nearly 30 years of diverse professional experience in management and construction to this new position. A professional engineer in three states, he is a member of the Urban Land Institute, World Trade Association, Construction Management Association of America and Design/Build Institute of America.

 

Christopher G. Gubeno, PE, has been named Director of Land Development. In this role, he will be responsible for managing the firm’s site/land development services while maintaining his role as Deputy Director for Aviation.

 

A professional engineer in three states, Mr. Gubeno has more than 20 years of diverse professional experience in engineering design and construction. He earned a bachelor’s degree from the University of Pennsylvania in systems science and engineering. He is a member of the Airport Consultants Council, American Association of Airport Executives, and American Society of Civil Engineers.

 

William P. McGarrigel, PE, has been named Regional Design Manager for Maryland, Delaware, and New Jersey. His new responsibilities include driving business acquisition and corporate coordination for the firm’s New Jersey, Delaware, and Maryland operations.

 

A professional engineer in Pennsylvania and New Jersey, Mr. McGarrigel has more than 15 years of professional engineering experience in the management, planning and design of transportation infrastructure, providing practical knowledge to his clients regarding the study, design, and implementation of complex projects. He earned his bachelor’s degree in civil engineering from Pennsylvania State University and is a member of the American Society of Highway Engineers.

 

Thomas E. Mitchell, PE, has been named Director of National Construction Consulting Services where he will be responsible for leading, managing, and growing five consulting services: Litigation Support, Contract Compliance, Construction/Surety Consulting, Forensic Engineering, and National Transit Institute Training.

 

A professional engineer in four states, Mr. Mitchell has more than 30 years of technical and management experience in the construction of federal, state, local, and private projects. He earned his bachelor’s degree in civil engineering from Loyola Marymount University and his master’s degree in civil engineering from Villanova University. Mr. Mitchell is a member of National Council of Examiners for Engineering and Surveying Council Record, American Arbitration Association – Roster of Neutrals and National Construction Dispute Resolution Committee, and Construction Management Association of America.

 

Gerald C. O’Neill, PE, CCM, has been named General Manager and Senior Vice President for Transportation and Facilities Management Services. In this role, he will be responsible for complete oversight of the Construction Services Division, including construction management, construction inspection, scheduling, estimating and constructability.

 

A professional engineer in four states, Mr. O’Neill brings over 30 years experience in the construction industry and a diverse background to the role, having spent time during his career working as a contractor, owner, and consultant.

Mr. O’Neill earned a bachelor’s degree in civil engineering from Temple University. He is a member of the Construction Management Association of America and American Society of Civil Engineers.

 

Ronald G. Swerdon, CQPA, will serve as Quality Manager with responsibility for serving as ISO Quality Management Representative, maintaining Urban’s ISO-certified Quality Management System and Certification, and managing quality programs for transit projects.

 

In addition to holding numerous qualifications relating to quality assurance and processes, Mr. Swerdon earned his bachelor’s degree in industrial engineering from the Pennsylvania State University.

 

William T. Thomsen, PE, has been promoted to General Manager for National Infrastructure Services. In this role he will oversee the planning, design, and construction and program management of all public transportation and national construction consulting services. He will continue serving as a Senior Vice President, and responsible for overseeing the firm’s New York and Northeast Region.

 

Having joined Urban in 1984, Mr. Thomsen’s extensive experience encompasses the management/engineering of major projects in railway, electric traction power, and transportation systems. Mr. Thomsen earned his bachelor’s degree in civil/environmental engineering from Clarkson College of Technology and master’s degree in engineering management from Drexel University. He is a registered professional engineer in several states and a member of the American Public Transit Association and American Society of Civil Engineers.

 

Angelo J. Waters, PE, LEED® AP, will serve as Environmental Practice Leader. Bringing more than 11 years of diverse experience in environmental engineering and project management to this position, he will be responsible for overseeing and growing the firm’s environmental practice for public, private, and industrial sector clients.

 

A registered professional engineer in Pennsylvania, Waters is LEED accredited and a member of the American Society of Civil Engineers. He earned a bachelor’s degree in environmental engineering and master’s degree in engineering management, both from Drexel University.
